How can we strengthen institutional leadership and the ability to implement the 12 principles of good democratic governance at the local level?

The Council of Europe’s Competence Center for Good Governance has set itself the goal of using various instruments and methods to support the transfer of knowledge and skills to local managers in all of its member states.

The first training session of trainers (ToT) as part of the Leadership Academy Program (LAP) was held in Serbia from September 28-29, 2021 as part of the joint program of the European Union and the Council of Europe “Human Resources Management in Local Self-Government – Phase. organized 2 “, implemented by the competence center.

The purpose of the ToT was to increase the knowledge and skills related to leadership and good democratic governance of trainers in Serbia in view of the upcoming trainings of elected local authorities.

The training was attended by 22 participants and took place online, while the second session is expected to take place in Belgrade at the end of October.

With the support of the program, the first module of the Leadership Academy program on Good Local Governance was integrated into the National Management Training Program adopted by the Serbian government in 2021.
