The law on regulating the market of agricultural products, which was adopted by the Government last week, will soon be before the deputies.
Minister of Agriculture Branislav Nedimović says for RTS that everyone in the chain – from producers to processors – will be found a place in the system in a legally regulated manner.
Branislav Nedimović, as a guest in the RTS Daily, said that we never had the Law on Regulation of the Market of Agricultural Products, but so far it has been regulated in the area of the entire trade.
– Do you trade in planes, trucks, tables, cameras. For the first time, we will regulate the market between agricultural producers, purchasers, processors and find a place for everyone in the system in a legally regulated way. We will get the tools to regulate extremes on the market, with the lowest and highest prices, which, for example, is now happening with cereals, so we have a problem in animal husbandry – the Minister noted.
So far, it has been regulated through the Institute of Commodity Reserves, which, according to Nedimović, is a slow institute.
– Now, the Directorate for Agrarian Payments will have a special body that will deal with monitoring prices, determining producer prices, regulating when there is a jump. On the other hand, we will regulate the position of buyers, not everyone can buy on the fender as he thinks, but like travel agencies, they will have a deposit, that there are guarantees that our producers will always have security – that when they sell goods, they can collection – notes the Minister of Agriculture.
This law will harmonize the regulations in Serbia with the EU regulations, and the Minister emphasizes that the most important reason is to regulate the Serbian market of agricultural products.
He expects that the law will start to be applied from 2022 and that, as he says, we will take a new path on the market of agricultural products.
60 million euros from IPARD funds
The Minister of Agriculture points out that every year 350 million is allocated from the budget for subsidies, adding that there will be two more competitions this year.
– One will be seriously generous, 60 million euros, for the purchase of physical property of farms – equipment, facilities, mechanization, everything that can serve, those who are small who want to become medium-sized, medium to be empowered. We had a competition from the World Bank and the Serbian government, a lot of money this year in agriculture, we are trying to modernize the mechanization because then there are lower costs and higher profits – says Nedimović.
Commenting on the complaints of some producers that they have not been paid subsidies yet, the Minister states that 99 percent has been paid.
– Where we have additional documentation, we have to check. When the ticket is correct, then maybe a lottery can be won – says the minister.
Nedimović points out that the problem with the food industry was the crown, since the demand was much lower.
– Only now I expect it to explode, especially the dairy and meat sector, I expect it to go well. Last year, we had a growth of agriculture of five percent, we should try to preserve that growth – the Minister emphasizes.
